These are usually from musicians who aren't yet famous who wants to share their music so that it gets known rapidly. That doesn't mean that you're going to like this music, but you can get it and listen to it without incurring any legal problems.

My final thought would be to choose a service that is reputable and reliable and make sure that they offer a safe downloading service that will make sure that your files are not infected with a malicious virus.
